Pursuant to A.R. S. 38-431.02, Notice is hereby given to the members of the Elfrida Water Improvement Board of Directors and to the public that they will hold a meeting open to the public. Pursuant to A.R.S. 38-431-03 (A) (1) personnel matters, The Elfrida Water Improvement District Board may vote to go into executive session, which will not be open to the public.

Attendees:

Reyna De La Cruz (Vice President), Annette Nulliner (Council Member), James Fletcher (Treasurer), Andrew Warn (President) “Called in”

  1. Call to order: 4:34
  2. Role Call : James, Annette, Reyna, Andrew (Called in)
  3. Pledge of Allegiance: Reyna
  4. Adoption of agenda: James made a motion to eliminate number 8 and remove number 13 he had an emergency. Annette 2nd. Reyna and Andrew agreed. Motion Passed.
  5. Approval of Minutes July 14, 2025: Annette 1st, Andrew 2nd. James and Reyna agreed. Motion Passed. 
  6. Call to the Public 

The Chairperson may allow individuals from the public to address the Board.  Comments shall be limited to Water District related items that do not appear on the agenda or for which no public hearing has been held.  The board shall not and cannot discuss or take legal action on matters raised during an open Call to the Public unless the matters are properly noticed for discussion and legal action but may instruct the Secretary to schedule discussion later.  At the conclusion of the open Call to the Public, individual members of the Governing Board may respond to criticism made by those who have addressed a specific Board member and may ask staff to review a matter or may ask that matter be put on a future agenda.

  1. Discussion/Possible Action: Jenny Garner to address the Board: Jenny Garner addressed the board about previous water bills from previous managers.
  2. Discussion/Possible Action: Board member wants to make a motion to address calling into meetings: Eliminated by board members.
  3. Discussion/Possible Action: Jon Luther Monthly Report (Zoom): We got a new WIFA project manager, confirming we are on the right track. We made the first disbursement to the engineer to get the projects started.
  4. Discussion/Possible Action: Address water usage: Addressed water usage at park James made a motion to have the manager contact the fire chief about the water usage Annette 2nd Andrew and Reyna agreed. Motion Passed.
  5. Discussion/Possible Action: General Manager reports overview of EWID: Robin talked about who was the generous donor for the new well on Gleeson which is Riverview. She also talked about the monthly budget, which we are doing good. Autumn is working on the IRS.
  1. Test result for concrete building on HWY 191: Test results were negative for asbestos and lead paint.
  2. Vote on whether to keep the concrete building on HWY 191 or demolish it: James made a motion to Table for next board meeting. Annette 2nd Andrew and Reyna agreed. Motion Passed.
  1. Discussion/Possible Action: Field Operators Report: John talked about well readings; our loss was at 7%. Fixed a couple of leaks, put up a security light at the Gleeson well and replaced a meter. Work truck almost ready, needs new tires and brakes. 
  2. Discussion/Possible Action: Chris Anderson to address the Board: Removed by board members because Chris had an emergency.
  3. Discussion/Possible Action: Board Communication: talked about how Gleeson well is having a hard time running the town. Annette made a motion to purchase tractor from Earhart James 2nd. Andrew and Reyna agreed. Motion Passed. 
  4. Topics for Next Meeting –Is it cheaper to keep or demolish Gleeson building. Vote on keeping or demolishing concrete building on HWY 191,
