Pursuant to A.R. S. 38-431.02, Notice is hereby given to the members of the Elfrida Water Improvement Board of Directors and to the public that they will hold a meeting open to the public. Pursuant to A.R.S. 38-431-03 (A) (1) personnel matters, The Elfrida Water Improvement District Board may vote to go into executive session, which will not be open to the public.

Attendees:

Andrew Warn (President), Annette Nulliner (Council Member), Herlinda Mendez(Council Member), and Reyna De La Cruz (Vice President)(Called in)

Absentees:

James Fletcher (Treasurer)

  1. Call to order: 4:38
  2. Role Call: Annette, Andrew, Linda, and Reyna 
  3. Pledge of Allegiance: Andrew  
  4. Adoption of agenda: Annette made a motion to accept the agenda, Linda 2nd . Andrew and Reyna agreed. Motion passed.
  5. Approval of Minutes June 9, 2025: Andrew made change about recording votes, Annette made a motion to approve the minutes with the change and Linda 2nd, Andrew and Reyna agreed. Motion Passed.  
  6. Call to the Public 

The Chairperson may allow individuals from the public to address the Board.  Comments shall be limited to Water District related items that do not appear on the agenda or for which no public hearing has been held.  The board shall not and cannot discuss or take legal action on matters raised during an open Call to the Public unless the matters are properly noticed for discussion and legal action but may instruct the Secretary to schedule discussion later.  At the conclusion of the open Call to the Public, individual members of the Governing Board may respond to criticism made by those who have addressed a specific Board member and may ask staff to review a matter or may ask that matter be put on a future agenda.

  1. Discussion/Possible Action: Vote on remote deposit capture system: Robin reached out to Vantage West for the remote deposit capture system. They said to lease it was going to be $30 a month with a 2-year contract if we break the contract, it’s a $250 penalty. Annette made a motion to get a remote deposit capture system for $30 a month and a 2-year contract Linda 2nd and Andrew and Reyna agreed. Motion passed.
  2. Discussion/Possible Action: Jon Luther Monthly Report (Zoom): Luther gave an update to the board about the grant. He said we are waiting on WIFI to pay engineer at this point, but we are steadily moving forward.
  3. Discussion/Possible Action: General Manager reports overview of EWID: Robin talked about our budget report. We are doing good. Robin let the board members know that she spoke with Autumn she is almost done with our books, she is done all the way up to 2024. Robin wants to see if the board is ok for Autumn to take over getting the IRS done. Annette made a motion for Linda to call her IRS friend and if that doesn’t work then Annette made a motion to have Autumn fix the IRS situation Reyna 2nd and Andrew and Linda agreed. Motion Passed. Annette made a motion to approve $2000.00 for the bookkeeper to finish the books and help with IRS Linda 2nd and Andrew and Reyna Agreed. Motion Passed.
  4. Discussion/Possible Action: Field Operators Report: Chris talked about the research he is doing for the tractors. He came up with two options, board members want something on paper. The board wants to put the old tractor up for sale. 
  5. Discussion/Possible Action: Board Communication: Reyna made a motion to get the building on Gleeson tested, Linda 2nd, Andrew and Annette agreed. Motion Passed.

  7. Adjournment– at 5:30 Reyna motion to adjourn Linda 2nd , Andrew and Annette agreed.
