Pursuant to A.R. S. 38-431.02, Notice is hereby given to the members of the Elfrida Water Improvement Board of Directors and to the public that they will hold a meeting open to the public. Pursuant to A.R.S. 38-431-03 (A) (1) personnel matters, The Elfrida Water Improvement District Board may vote to go into executive session, which will not be open to the public.

Attendees:

James Fletcher (Treasurer), Annette Nulliner (Council Member), Andrew Warn (President), Herlinda Mendez (Council Member)

Absentees:

Reyna De La Cruz (Vice President)

  1. Call to order: 4:33 PM
  2. Role Call: James, Annette, Andrew, Herlinda 
  3. Pledge of Allegiance: Andrew 
  4. Adoption of agenda: James made a motion to accept the agenda, Annette 2nd . Andrew and Herlinda agreed. Motion Passed.  
  5. Approval of Minutes September 8, 2025: Herlinda made a motion to accept the minutes, Annette 2nd . Andrew and James agreed. Motion Passed. 
  6. Call to the Public 

The Chairperson may allow individuals from the public to address the Board. Comments shall be limited to Water District related items that do not appear on the agenda or for which no public hearing has been held.  The board shall not and cannot discuss or take legal action on matters raised during an open Call to the Public unless the matters are properly noticed for discussion and legal action but may instruct the Secretary to schedule discussion later.  At the conclusion of the open Call to the Public, individual members of the Governing Board may respond to criticism made by those who have addressed a specific Board member and may ask staff to review a matter or may ask that matter be put on a future agenda.

  1. Discussion/Possible Action: Vote on Gas Stipend incentives for employees: Herlinda made a motion to approve the Gas Stipend for employees, Annette 2nd. Andrew and James agreed motion passed.
  2. Discussion/Possible Action: Vote on Zoom or call in policy: James made a motion to approve the Zoom call in policy Herlinda 2nd . Andrew and Annette agreed. Motion Passed.
  3. Discussion/Possible Action: Vote to purchase water leak detector tool: Annette Motion to table the purchase for a water leak detector tool so we can get more information to see if it can also detect pipe, James 2nd . Andrew and Herlinda agreed to table it.
  4. Discussion/Possible Action: Vote on whether customers can hire us to go on their property to check for leaks: Tabled
  5. Discussion/Possible Action: Jon Luther Monthly Report (ZOOM): Couldn’t make the meeting.
  1. Discussion/Possible Action: General Manager reports overview of EWID: Robin talked about bank account and how much we have in it. Robin also talked about the new website and all the information on it. She talked about Elfrida Water employees being at the trunk or treat on October 30th at the Valley Union High School and handing out candy. Robin also mentioned the construction on the Gleeson well, Park well and Jefferson well.
  2. Discussion/Possible Action: Field Operators Report: Robin reported for the field operators report, she talked about the water loss being the leak we had at the Gleeson Well. As well as the leak fixed at the church.
  3. Discussion/Possible Action: Board Communication: Talked about the demolition on the building on Gleeson, going to get it done this week. They also talked about the work truck and the work being done on it.
